   Trois impôts paraissent avoir été destinés par leurs inventeurs à faire partager au Gouvernement les profits du commerce; savoir, les patentes, et pour la partie qu’en payent les négociants, le timbre et les fenêtres.

[Translation]

   Three taxes seem to have been meant by their inventors to make the government share profits of commerce: that is to say, the trade tax and, for the part paid by wholesale merchants, the stamp duty and the window tax.
