   HAUTES ALPES. Le Département des Hautes-Alpes n’a absolument aucune manufacture, les paysans ne sont habillés que des étoffes grossières qu’ils fabriquent dans l’intérieur de chaque ménage. On a essayé d’élever à Briançon deux ou trois petites fabriques de toiles et mouchoirs, qui n’ont pu s’y soutenir; comme ailleurs, on s’y plaint du manque de capitaux, et l’on ne pourra remédier aux maux que ce besoin cause, que lorsqu’en modifiant ou supprimant les douanes, on aura ouvert une entrée aux capitaux étrangers qui pourraient vivifier l’industrie nationale (22).

   HAUTES ALPES. The department of Hautes Alpes have no manufacture at all, and husbandmen are only clothed in coarse cloth of their own making at their own home. Establishment of two or three small manufactories of cloth and handkerchief at Briançon has been attempted, none of which have managed to survive there, with as many complaints of lack of capital there as anywhere else. The evils caused by this lack will remain unremedied unless modification or abolishment of customs has allowed the inflow of foreign capitals which could animate the national industry (22).
