La législation du commerce des grains est une matière si importante; elle est liée à tant de considérations politiques, qu’il faut ou la traiter à fond, ou la passer sous silence. Peut-être reviendrai-je sur ce sujet, si en donnant une suite à cet ouvrage, je parle un jour des lois qui peuvent favoriser l’agriculture: aujourd’hui je me contenterai d’énoncer mon opinion en faveur de la liberté du commerce des grains; elle est fondée sur les mêmes principes que nous allons développer concernant l’exportation des matières premières, et elle est appuyée par l’exemple des succès que P. Léopold a obtenus en Toscane, lorsqu’il y a proclamé cette liberté.

The legislation of grain trade is such an important subject. It is related to so many political considerations that we must deal with it thoroughly or pass over it in silence. Probably I will come back to this subject if I sometime give a sequel to this work and discuss the laws which can promote agriculture in particular. Now I content myself with expressing my opinion in favour of freedom of grain trade. This is founded upon the same principles as we shall develop concerning the exportation of raw materials, and is established by the example of the successes achieved by Prince Leopoldo de’Mecici in Tuscany in proclaiming this freedom.
