Lors même que l’on ne pourrait confondre la prospérité de la Colonie, avec celle de la mère patrie, le Gouvernement de celle-ci devrait considérer avec une vive satisfaction, le bonheur qu’il aurait procuré à une partie de ses enfants. Mais l’accroissement de cette prospérité doit lui tenir encore plus à cœur, si elle tourne réellement comme je le crois à l’avantage de la mère patrie. En effet, bien qu’on puisse douter s’il convenait aux nations de l’Europe de fonder des Colonies, une fois qu’elles sont fondées, il semble indubitable qu’il leur importe de les faire fleurir.

Even if we could not confuse the prosperity of the colony with that of the home country, the government of the latter must regard the happiness that it would have procured for a country of her children as heartily satisfactory. However, the growth of the prosperity of the colony must attract the attention of the government much more, if this prosperity really, as I believe, turns to the advantage of the home country. In fact, though we can doubt whether it is adequate for the nations of Europe to found colonies, there seems no doubt that it is important for them to make the colonies flourish once they have founded the colonies.
