Les colonies des Romains n’étaient point du même genre; c’étaient des garnisons qu’ils établissaient d’une manière permanente, après leurs conquêtes, au milieu des Peuples soumis, pour s’assurer de la continuation de leur obéissance, et les incorporer pour toujours à leur vaste Empire: dans leur fondation ils se proposaient un avantage particulier pour les colons, et une augmentation de force pour l’Etat.

The same is not true of the colonies of the Romans. They were garrisons that they established in a permanent way among defeated peoples after their conquests, to ensure the continuation of their obedience, and to incorporate them into the vast Roman Empire for ever. In foundation of the colonies, the Romans aimed at an individual advantage for settlers and at a rise in power for the state.
