Quand ils seront rétablis tels qu’ils doivent être dans un État aussi puissant que la France, il est probable que cette branche de revenu s’accroîtra. Ce n’est pas, au reste, en augmentant encore le tarif qu’il faut songer à accroître cette branche de revenu; il est déjà trop élevé, dès l’instant où l’on sent davantage la charge qui en résulte pour le commerce, que le bénéfice que celui-ci retire de cet établissement.
