Il y a des principes invariables pour juger du mérite de toute espèce d’impôt; ces principes ont été développés de la manière la plus claire par l’immortel Adam Smith (Liv. V. Chap. II. Part. II.). Il est convenable je pense de les exposer ici, pour que nous puissions y avoir recours dans l’examen des diverses contributions qui forment le revenu du Gouvernement.

There are unshakable principles for judgement of the merit of all sorts of tax. These principles have been developed in the clearest way by the immortal Adam Smith (book 5, chap. 2, part 2). It is adequate, I think, to present them here, in order that we may have resort to them in examination of diverse taxes which form the revenue of the government.
