Outre le monopole qu’on a assuré aux marchands nationaux contre les colons, on a de plus prétendu régler leur commerce d’une manière désavantageuse; c’est ainsi qu’on a souvent prohibé aux vaisseaux négriers, de prendre en retour des marchandises pour l’Europe, et qu’on s’est étudié en plusieurs occasions, à interdire aux marchands, le commerce d’une colonie à l’autre, les forçant de cette manière à revenir à vide, après avoir déposé leur cargaison. Toutes les fois cependant qu’un vaisseau revient à vide, après avoir fait un transport quelconque, le consommateur qui a acheté les marchandises qu’il a apportées, est obligé de payer double fret, celui de l’allée, et celui du retour; c’est pour lui une augmentation de dépense, qui ne tourne à l’avantage de personne, ni à celui du marchand, qui n’exige que le rembours de ses frais de double voiture, ni à celui des matelots, qui ne reçoivent leur solde qu’en raison du travail inutile qu’ils ont fait, et non point gratuitement.

In addition to the monopoly that is secured against settlers for merchants from the home country, we have often tried to regulate their trade in another disadvantageous way; we have often prohibited slave trading vessels from bringing commodities to Europe by return, and, on several occasions, we have been devoted to keeping merchants from trading from one colony to another, thereby forcing them to return with no cargo after having unloaded their cargo in a colony. However, every time a vessel returns with no cargo after having made a certain transport, the consumer who has bought the commodities brought by it is obliged to pay a double shipping charge: the cost of outward and of return freights. This increase of his expenditure turns to no advantage of any one, neither of the merchant, who asks only for the payment of his cost of return trip, nor of the crew, who receive their salary not gratuitously but only in proportion to the useless labour that they have performed.
