The other manufactories of the same department are those of filature, linen cloth, knit cloth, woollen cloth and ratiné, starch, and cutlery and other metal work. All of these were operated for foreign countries before the war, and are likely to resume the same operations after the peace. None of these, therefore, needs to be accorded any monopoly with customs duties.
