Je m’estimerais heureux, si je pouvais contribuer à ramener l’attention du Gouvernement de la France, vers l’examen d’une théorie, dont l’application peut être si importante pour sa prospérité. Sans doute il ne tardera pas long temps à porter sur cette partie, comme il l’a fait sur toutes les autres, ses regards réparateurs; et nous pouvons nous flatter de recevoir bientôt de lui, une Législation commerciale conforme au progrès des lumières, aux principes d’une saine économie politique, aux sentiments de bienveillance que les Peuples divers se doivent les uns aux autres, et à l’amour paternel des chefs de la République pour tous les Français.

I would be happy if I were able to contribute to attraction of the attention of the French government to examination of a theory, whose application can be so important for her prosperity. No doubt, it is a matter of time before the government pays due regards to this part, as it has done to all other parts. Then we can flatter ourselves to receive soon from it a commercial legislation which conforms to the progress of the Enlightenment, to the principles of sound political economy, to the sentiments of beneficence that different peoples owe to one another, and to the paternal love of the leaders of the Republic for all the French people.
