Après nous être assurés d’un signe caractéristique et infaillible pour reconnaître les manufactures capables de prospérer sans secours, il y aura quelque intérêt à parcourir les statistiques publiées par ordre du Ministre de l’Intérieur pour distinguer les manufactures que la douane protège, d’avec celles qu’elle ne peut aider, et auxquelles alors elle porte du dommage, soit en détournant loin d’elles les capitaux, soit en augmentant l’intérêt des fonds, soit en étouffant l’émulation. Le résultat de cette comparaison est digne de remarque; nous verrons que celles des manufactures qui ne subsistent que par les douanes, et le monopole qu’elles leur assurent en France, loin d’être florissantes aujourd’hui à l’aide de ce monopole, languissent presque toutes, malgré le sacrifice que la nation fait pour elles, et sont par conséquent des entreprises imprudentes, qui n’ont point été appropriées aux temps, aux lieux, et aux circonstances du commerce et auxquelles il est urgent de renoncer.

Now that we have seen a characteristic and infallible sign for recognising the manufactures capable of prosperity without protection, it will be of some interest to cast an eye over the statistics published on the order of the Minister of the Interior, to distinguish the manufactures protected with customs duties from those which they cannot aid and to which they do harm, be it a diversion of capitals away from them, a rise in interest of stock, or an oppression of emulation. This comparison will produce a noteworthy result. We shall see that those manufactures which only subsist by customs duties and the monopoly of which the customs duties assure them in France, far from being flourishing today with the aid of this monopoly, almost all decline, in spite of the sacrifice the nation makes for them, and are, as a consequence, reckless businesses, which have not been appropriate for the time, place, and circumstance of trade, and which it is urgent to give up.
