L’on voit donc que la plus importante des observations à faire sur l’accroissement ou le déclin de la prospérité nationale, c’est la comparaison du salaire nécessaire avancé dans l’année courante, avec celui avancé dans la précédente; puisque selon que la différence est nulle, ou qu’elle est une quantité positive ou négative, la nation peut s’enrichir ou se ruiner, lors même que la situation de son commerce étranger sembleroit [semblerait] indiquer des résultats contraires (7).
Ainsi donc la balance générale des exportations et importations, qu’on connoît [connaît] sous le nom de balance du commerce, lors même qu’on la calculerait avec exactitude (chose extraordinairement difficile) ne suffire point pour prononcer si une nation est dans un état rétrograde, ou de prospérité croissante; à moins qu’on ne la combina avec la seule observation déterminante, savoir la proportion entre le salaire nécessaire à retrancher du prix de la production obtenue, et le salaire nécessaire avancé pour une production à obtenir.

Therefore, you see that the most important observation regarding the growth or decline of the national prosperity is the comparison of the necessary wages advanced in the current year with those of the previous year; since the nation can be ascending or declining according as the difference is null, positive or negative, though the situation of its foreign trade would seem imply contrary results (7).
Therefore, the general balance of exportation and importation, which is understood in the name of the balance of trade, even if it should be exactly calculated (extraordinarily difficult), does not suffice to tell us whether a nation is in a retrogressive or progressive state in prosperity, unless it coincides with the only determinant observation, that is, the proportion between the necessary wages to be deducted from the price of the production of the current year, and those advanced for the production of the next year.
