A la réserve du propriétaire foncier, tout autre producteur est un propriétaire de capital, qui n’a pas un besoin absolu de produire, mais un besoin relatif, lequel n’existe, qu’autant qu’il y trouve un avantage, et que cet avantage est égal à celui qu’il trouverait ailleurs. Dès que cet avantage diminue dans une branche de commerce, il en retire son capital pour remployer à d’autres; s’il diminue dans toutes celles d’un pays, il est également maître de le retirer de toutes, et de l’employer dans l’étranger. Il le fera dès qu’un impôt ou une mesure violente, altérera la proportion qui s’établit naturellement, entre le profit domestique et le profit extérieur.

Any producer, except the landlord, is an owner of capital, who does not have an absolute but a relative need for production, which he feels only when he finds an advantage there and when this advantage is equal to that which he would find elsewhere. No sooner does this advantage diminish in a branch of commerce than he withdraws his capital from the branch to employ it in other branches. If it diminishes in all branches in a country, he is equally free to withdraw his capital from all the branches and to employ it abroad. He will do so as soon as a tax or a violent measure changes the proportion which is naturally established between the profits at home and abroad.
