Il y a, comme nous l’avons annoncé plus haut, un seul cas où il se fait une exportation sans retour égal ni de marchandises ni de créances, c’est celui où le Gouvernement a des sommes à faire passer dans l’étranger pour la guerre ou les négociations. Dans ce cas, lors même que la nation n’auroit [aurait] point de commerce étranger, elle s’en créeroit [créerait] un immédiatement; le Gouvernement envoyant an dehors son numéraire, la nation se hâteroit [hâterait] de le racheter avec ses marchandises; ou bien elle procureroit [procurerait] au Gouvernement du numéraire dans le pays où il en auroit [aurait] besoin, en échange contre ces mêmes marchandises. La nation appelée dans ce cas-ci à donner plus de rapidité au courant de numéraire qui doit la traverser ou passer près d’elle, et qu’elle attire du dehors pour le porter aussi au dehors, là où le Gouvernement en a besoin, ne peut y réussir qu’en altérant son équilibre naturel, et en créant à ses dépens le canal incliné que ce courant doit parcourir.

As we have shown above, there is only a case where exportation takes place with no equal return in kind or on credit. That is where the government has some sums to send abroad for wars or negotiations. In this case, even when the nation would not trade with foreign countries, it [the nation] would undertake a sort of trade immediately. If the government sent its specie abroad, the nation would promptly buy it back with commodities. Or it would procure for the government some specie in the country where it would need the specie, in exchange for these same commodities. The nation asked in this case to give more rapidity to the currency of specie which must run through or pass near the nation, and which the nation attracts from abroad to also send it to the place where the government needs it, can only succeed in it by altering the natural equilibrium, and by creating for its expenditure the inclined channel which this currency should must run through.
