D’après les loix [lois] de plusieurs pays, celui qui découvre une mine en acquiert la propriété, ou pour lui, ou pour le Souverain; dans le premier cas il est dispensé d’en payer aucune rente foncière, dans lé second la rente qu’il en paye au Souverain, étant considérée comme un impôt, est fort modérée. Nous ne considérerons point ici si cette disposition des loix [lois] est juste, on voit seulement qu’elle doit contribuer à multiplier la production des métaux, puisqu’elle réduit les frais d’extraction, du prix intrinsèque au prix nécessaire.

According to laws of several countries, the gain from a newly discovered mine belongs either to the discoverer or to the sovereign. In the first case he is exempted from paying any land rent for it, and in the second case the rent he pays to the sovereign for it, considered as a sort of tax, is moderate. We do not consider here whether this disposition of the laws is just or not, but we only imply that it should contribute to the growth of metal production, because it reduces the costs of mining, from the intrinsic price to the necessary price.
