(2) On s’étonnera peut-être que je calcule les revenus nationaux, avant de faire mention de deux autres espèces de capitaux que nous examinerons dans les deux chapitres suivan[t]s, le numéraire, et les créances ou le capital immatériel; mais ainsi que nous le verrons, le premier est absolument stérile, et ne produit point par soi-même d’accroissement de valeur ou de revenu; le second qui paroit [parait] bien donner aux particuliers une rente, n’en donne cependant point à l’État; le capital immatériel n’étant autre chose qu’un droit en participation au revenu du capital matériel; c’est donc uniquement dans l’accroissement du capital matériel et circulant que doit se trouver tout le revenu de la société.

(2) It may be surprising that I introduce the calculation of the national revenue before mentioning two other kinds of capital, which we will examine in the next two chapters; specie and credit or intangible capital. But the former is, as we will see it, completely sterile, and does not add to the value or the revenue by itself; the latter, even though it seems to bear a sort of rent to particular individuals, bears no rent to the state. The intangible capital is nothing but a sort of right to participation in distribution of the revenue borne by the tangible capital. Therefore it is exclusively to the increase of the tangible and circulating capital that we owe all the revenue of society.
