It had been difficult to prevent master merchants or manufacturers from seceding from similar conventions among them, but the sovereign authority could not confirm them without indiscretion (2). That means that it authorised and consolidated a double line formed against the whole society, to put the class of industrious men in dependence on the one hand, and to force consumers to be under the control of merchants on the other hand.
