L’une des principales productions de l’Alsace c’est le tabac, si on voulait le soumettre de nouveau à la gabelle, il faudrait comme autrefois permettre à l’Alsace de s’en racheter par une autre imposition. Du reste une répartition de l’impôt actuel, mal entendue même d’après les principes mercantiles, engage à exporter le tabac en feuilles pour le manipuler dans les fabriques d’Outre-Rhin, et le réimporter ensuite en fraude. C’est ainsi que la douane, en altérant l’équilibre naturel, produit souvent l’effet tout contraire à celui qu’elle s’était proposé (26).

One of the principal productions of Alsace is tobacco; if you wanted to impose the salt tax upon it again, it would be necessary, as in those days, to permit Alsace to revive by means of another tax. Besides, the present way of allocation of the burden of the tax, ill-extended even according to the mercantile principles, inclines men to export tobacco in leaf form for processing in workshops in Outre-Rhin, and later to re-import it illegally. The customs duty, thus changing the natural equilibrium, often produces the effect completely contrary to what it was intended to (26).
