Il serait absolument impossible, que des marchandises débarquées aujourd’hui à Nantes, à Bordeaux, etc. après avoir payé les droits selon le tarif, pussent être ensuite réexportées et vendues à des étrangers; cela serait encore impossible, pour toutes celles qui resteraient assujetties à l’impôt, quand même on aurait réduit la douane à n’être plus qu’une contribution. La perte du marchand serait trop considérable, car l’étranger n’étant point soumis à notre monopole’, notre prix accidentel ne règle point son prix relatif.

Nonetheless, the customs of almost any other nation levies much higher taxes than the Dutch. The taxes are rarely lower than ten per cent, and often much higher. It would be completely impossible for commodities unloaded today at Nantes, Bordeaux, or another to be re-exported and sold to foreigners after having paid the taxes according to the tariff. It would be also impossible for all those which would remain subject to the tax, even if the customs duty were reduced to no more than a contribution. The loss of the merchant would be too much, because, foreigners not being subject to our monopoly, our incidental price does not regulate their relative price.
