2.° La quotepart de chaque individu doit être certaine, et nullement arbitraire; l’époque du payement, la manière et la somme, doivent être parfaitement connus du contribuable, comme de toute autre personne, afin de le rendre absolument indépendant du percepteur et du directeur des contributions, en sorte qu’il n’ait point, à l’occasion de ses impôts, à redouter la haine, ou à courtiser la faveur de personne.

Secondly, the assignment of each individuals should be certain, never arbitrary. The time, manner, and sum, of the payment should be perfectly known to the taxpayer as well as to every one else, in order to make him completely independent of the tax collector and tax director, so that he may not have, on the occasion of his tax payment, to fear the resentment or to ask obsequiously for favourable treatment.
