La source commune de toutes les richesses des hommes, c’est le travail; il a créé les unes, il a donné de la valeur aux autres. L’accumulation du travail productif d’une nation forme donc son capital, et lui donne en même tem[p] le droit, ou plutôt le moyen, de faire exécuter un nouveau travail égal en valeur au premier; en sorte qu’une nation est riche, en raison de l’ouvrage qu’elle fait, ou de celui qu’elle peut exiger, ce qui est la même chose.
Cette définition de la richesse nationale qui sert de fondement à tout le système d’Adam Smith, a besoin d’être éclaircie. Nous perdons facilement de vue dans les biens dont nous faisons usage, l’industrie qui les a créés: il faut donc montrer qu’il y a un travail susceptible d’accumulation, qu’un autre ne l’est point, et que le premier qui porte le nom de productif, est réellement accumulé dans les objets auxquels nous reconnoissons [reconnaissons] quelque valeur.

The common source of all the wealth of man is labour. Labour has created some pieces of the wealth, and has given value to the others. Therefore, the accumulation of productive labour of a nation forms its capital, and at the same time gives it the right, or rather the means, to impose some new labour on the nation itself or other nations, which is equal in value to the previous labour; consequently, a nation is enriched by the work it has performed, or, in other words, by the work it can command.
This definition of the national wealth, which serves for the foundation of all the system of Adam Smith, needs explaining. Having our eyes caught by the goods of which we make use, we easily lose sight of the industry which has created them. We should, therefore, show that there is a kind of labour capable of accumulation, that another kind of labour is not so, and that the former kind of labour, which carries the name of productive, is indeed accumulated in the objects in which we find some value.
