Depuis 1625, époque de la première fondation des colonies des Antilles, jusqu’en 1664, les colons Français furent presque abandonnés par la métropole; et c’est peut-être en partie à cet abandon, et à l’absolue liberté de commerce qui en était une conséquence, qu’ils durent leur première prospérité. Les Hollandais faisaient alors presque tout le commerce des isles Françaises, les villes de Flessingue et de Middelbourg y envoyaient dès cette époque plus de cent bâtiments.

Since 1625, the year of the first foundation of colonies in the Antilles, until 1664, the French settlers were almost abandoned by the home country. It may be partly to this abandonment, and to the complete freedom of trade which resulted from that, that they owed their prosperity in their earliest times. In those days, the Dutch did almost all trades with the French islands, and the cities of Flushing and Middelburg sent more than one hundred vessels from then on.
