Après avoir vu dans le Chapitre précédent, combien est petit le nombre des manufactures qui ne peuvent se soutenir si la douane ne leur assure pas la possession exclusive du marché français, on pourrait être tenté de croire, que puisque celle-ci favorise si peu le commerce, elle doit pour la même raison être fort peu à charge à la communauté. On se tromperait cependant, elle peut avoir, et elle a en effet beaucoup d’efficacité lorsqu’il s’agit de nuire, et très peu lorsqu’il s’agit de servir.

After having seen in the previous chapter how many manufactures can be sustained even if the tariff does not assure them of exclusive possession of the French market, we could be induced to believe that, just because the tariff hardly promotes commerce, it must hardly be a burden to the community, either. However, then we would have a misunderstanding; it can be, or is in fact, extremely efficient in doing harm, and little efficient in doing good.
