Trois expédients ont été employés par la Législature, principalement en Angleterre, pour diminuer aux marchands et fabricants le prix d’achat de leurs marchandises. 1.° Accorder une prime, (bounty) à ceux qui importeraient des matières premières; 2.° défendre ou surcharger d’impôts onéreux l’exportation de ces mêmes matières premières; 3.° rabaisser le salaire des ouvriers, soit en les empêchant de sortir de leur pays, soit en réprimant tous les efforts qu’ils pourraient faire pour augmenter leurs gages.

Three expedients have been employed in legislation, principally in England, to diminish the purchase price of the commodities of merchants and manufacturers. The first of all is to accord a bounty to those who would import raw materials. The second is to prohibit, or charge with heavy taxes, the exportation of these same raw materials. The third is to check wages of labourers, either by prohibiting them from going out of their country, or by suppressing all the movements that they could make to increase their wages.
