Quant aux barrière, Adam Smith avait prédit (Liv. V. Chap. I. Part. As for the toll, Adam Smith had predicted (book 5, chapter 1, part 2, article 1) that, if the executive power assigned itself the collection and application of tolls levied for maintenance of highways, these highways would be completely neglected, and the tolls would be too high to be in proportion to the needs of commerce. France was soon to verify this prediction(4).
