“When I see a government of Europe,” a distinguished member of an American congress said to the author, “announce, by some proclamation or by the preamble of some edict, that it wants to protect commerce, to excite industry, and to animate manufactures, I fear for the subjects of this government. My fear has almost always been realised, and your leaders has almost always been infringing upon the public liberty and wasting the national fortune, believing that they protect you.”
