   Si le monopole des douanes était devenu nécessaire pour maintenir quelqu’une des manufactures d’un Département qui ne craignit autrefois pour aucune la concurrence des étrangers, étant traité comme étranger lui-même, il faudrait en conclure qu’elles auraient bien dénaturé son antique industrie. Il ne paraît pas cependant que cela soit arrivé, elles y sont à charge au consommateur, sans procurer aucun avantage au commerçant.

   If the monopoly due to customs duties had been required for maintenance of any of manufactories in a department which used to be not in fear of competition of foreign ones though it was treated as foreign itself, we should conclude from this that they would have spoiled its former industry. However, it does not seem that this will take place, and they are burdensome on the consumer, without giving any advantage to tradesmen.
