Les variations annuelles dans la répartition de cet impôt, tiennent peut-être principalement aux tâtonnements par lesquels on cherche un juste milieu dans un nouvel ordre de choses; mais il est important de faire sentir, qu’on ne doit point les regarder comme un système à adopter. L’inquiétude avec laquelle le contribuable attend la fixation de son sort, à chaque nouvelle répartition, équivaut pour lui à une imposition d’autant plus onéreuse, qu’elle ne profite point au Gouvernement; les réclamations que ce contribuable adresse aux Préfets, lui font faire des frais inutiles, et sacrifier un temps précieux; enfin le besoin continuel de protection qu’il éprouve, lui fait sentir durement une dépendance, qui devrait être dans tout pays étrangère au propriétaire, mais surtout dans un État Républicain.

Annual variations in the assignment of this tax derive perhaps principally from trials and errors by which to seek a via media in the new order of things. But it is important to make it felt that they should not be regarded as a system to adopt. The uneasiness with which the taxpayer waits for the fixation of his lot at each new assignment is equivalent to a tax upon him which is all the more costly tax in that it does not benefit the government. The reclamations this taxpayer makes to governors impose useless costs on him and force him to waste a precious time. Finally, the continual need he feels for protection inclines him keenly towards dependence which should be foreign to the landlord in any country but especially in a Republic State.
